Cabinet approves Categorization of the Coalition for Disaster Resilient Infrastructure (CDRI) as an ‘International Organization’
- It also approved signing of the Headquarters Agreement (HQA) with CDRI for granting it the exemptions, immunities and privileges as contemplated under the United Nations (Privileges & Immunities) Act, 1947.
- Categorization of CDRI as an ‘International Organization’ and signing of HQA with CDRI for grant of exemptions, immunities and privileges as contemplated under Section-3 of the United Nations (Privileges & Immunities) Act, 1947 will provide it an independent and international legal persona so that it can efficiently and effectively carry out its functions internationally.
This will help the CDRI in:
- Deputing experts to other countries, that are particularly vulnerable to disaster risk and / or require support for post disaster recovery and also bringing in experts from member countries to India, for similar purposes;
- Deploying funds globally and receive contributions from member countries, for CDRI activities;
- Making available technical expertise to assist countries to develop resilient infrastructure in accordance with their disaster and climate risks and resources;
- Imparting assistance to countries in adopting appropriate risk governance arrangements and strategies for resilient infrastructure;
- Rendering all possible support to member countries in upgrading their systems to ensure disaster and climate resilience of existing and future infrastructure, while aligning with the Sustainable Development Goals (SDGs), the Paris Climate Agreement and the Sendai Framework for Disaster Risk Reduction;
- Leveraging international engagement to foster disaster resilient infrastructure at home; and,
- Providing Indian scientific and technical institution as well as infrastructure developers an opportunity to interact with global experts.
Background About CDRI:
Launch: The CDRI was launched by the Hon’ble Prime Minister of India during the United Nations Climate Action Summit on the 23rd September, 2019, at New York.
Vision: CDRI is a global partnership of National Governments, UN agencies and programmes, multilateral development banks and financing mechanisms, the private sector, academic and knowledge institutions that aims to promote the resilience of infrastructure systems to climate and disaster risks, thereby ensuring sustainable development.
Funding: On 28th August, 2019, the Cabinet had approved the setting up of CDRI with its Secretariat in New Delhi along with a support of Rs. 480 crores to CDRI.
- The support from Government of India serves as a corpus for CDRI to fund technical assistance and research projects on an ongoing basis, setting up the Secretariat office and covering recurring expenditures over a period of 5 years from 2019-20 to 2023-24.
Members: Since its launch, thirty-one (31) Countries, six (06) International Organizations and two (02) private sector organizations have joined as members of CDRI.
The following are CDRI’s strategic priorities:
- Technical Support and Capacity-building: This includes disaster response and recovery support; innovation, institutional and community capacity-building assistance; and standards and certification.
- Research and Knowledge Management: This includes collaborative research; global flagship reports; and a global database of infrastructure and sector resilience.
- Advocacy and Partnerships: This includes global events and initiatives; marketplace of knowledge financing and implementation agencies; and dissemination of knowledge products.
International Conference on Disaster Resilient Infrastructure (May 2022)
- The Coalition for Disaster Resilient Infrastructure (CDRI) in partnership with the United States Agency for International Development (USAID) has commenced the International Conference on Disaster Resilient Infrastructure 2022.
- Heads of states from CDRI member countries including India attended the conference.
- ICDRI is the annual international conference of the Coalition for Disaster Resilient Infrastructure (CDRI) in partnership with member countries, organizations and institutions to strengthen the global discourse on disaster and climate resilient infrastructure.
PM Modi launches ‘Infrastructure for Resilient Island States’ for most vulnerable countries (Nov 2021)
- Prime Minister of India launched the Initiative for the Resilient Island States (IRIS) for developing infrastructure of small island nations at the COP26 of UNFCCC at Glasgow.
- The new initiative is the result of cooperation between India, the U.K. and Australia and included the participation of leaders of small island nations such as Fiji, Jamaica and Mauritius.
- The Infrastructure for Resilient Island State (IRIS) is an initiative under the Coalition for Disaster Resilient Infrastructure (CDRI).
The Infrastructure for Resilient Island State (IRIS) is the first major initiative by India under the Coalition for Disaster Resilient Infrastructure (CDRI).
Mandate: The Infrastructure for Resilient Island State (IRIS) aims to create a disaster-resilient infrastructure that can minimize human and economic loss of the small island countries during various disasters.
Funding: Australia, India and the UK have committed initial funding of $10 million under the Infrastructure for Resilient Island State (IRIS). More countries like Japan are expected to join it.
Timely Information: ISRO will build a special data window for the Small Island Developing States (SIDS) to provide them timely information about cyclones, coral-reef monitoring, coast-line monitoring, etc. through satellite.
Small island developing states (SIDS): Key points
About: Small Island Developing States (SIDS) are a group of 38 UN Member States and 20 Non-UN Members/Associate Members of UN regional commissions.
Prone to Disasters: They are most vulnerable to climate change-induced calamities.
- Small Island Developing States (SIDS) are up against their common enemy that is climate change and resultant disasters.
- Small Island Developing States (SIDS) face unique social, economic, and environmental vulnerabilities.
- Vulnerable small island states are in the frontline of loss and damage that is caused by global warming.
The SIDS were recognized as a distinct group of developing countries in June 1992, at the UN Conference on Environment and Development.
SIDS’ unique and particular vulnerabilities are highlighted in “The Future We Want”, adopted at the United Nations Conference on Sustainable Development (also known as Rio+20) that took place in Rio de Janeiro, Brazil in June 2012.
The geographical regions in which SIDS are located are the Caribbean, the Pacific, and the AIS (Atlantic, Indian Ocean and South China Sea).
The Barbados Programme of Action was produced in 1994 in order to assist the SIDS in their sustainable development efforts.
The United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS) represent this group of states.
